Matthew Staton

Dr. Matt Staton is a consultant with ten years' experience in research and innovation policy, regional economic development, policy evaluation and project and programme management.

Before establishing A Bigger Splash, Matt worked at an office called 'Europa-Recerca' in the Generalitat de Catalunya (the autonomous government of Catalonia in Spain). This office was dedicated to maximising the participation of Catalan research teams in international research and development (R&D) projects. During this time Matt worked with over 100 teams advising on all aspects of project work including proposal writing, planning and management. It was in this demanding role that Matt proved the usefulness of many of the services that are now being offered by A Bigger Splash Ltd.

Prior to working at the Generalitat de Catalunya, Matt worked at some of Europe's leading specialist science and technology policy consultancy companies.


Projects

  Matt is currently working as adviser to the FOR-RIS group of foresight experts. FOR-RIS is one of five 'blueprints' being developed to give practical guidence to regional players on how to set up and run regional foresight activities. The 'blueprints' will be simple to read and follow and based on real life experience. They will contribute significantly to making foresight a normal part of the planning cycle in regions.

  Foresight at regional level is likely to be one of the key developments in regional planning over the next few years. Matt devised and managed a major EC project (FOMOFO) to develop and implement innovative foresight methods in four key European regions (The Four Motors for Europe). The objectives of this project were to help make foresight manageable and commonplace at regional level.

  The European Commission has been supporting EU-Latin American cooperation activities in the energy sector for the last 15 years. Matt devised and managed the evaluation of EU policy on behalf of the European Parliament and proposed challenging new options for ways forward in this field.

  Matt managed the Spanish contribution to a three year research project led by Oxford University to explore regional strategic responses to technological change in SMEs. The project delivered new policy guidelines for policy makers in 'peripheral' regions to promote successful take-up of new technology in traditionally labour intensive sectors.

  Matt devised and managed the evaluation of the EC's Regional Innovation Strategies (RIS) programme to improve the long-term prospects for regional economies. The evaluation focused on establishing a 'best practice' methodology for building regional strategies and feeding recommendations into the EC's future policy on regional economic development.

  Matt was project manager of the evaluation of EC's IRISI (Inter-Regional Information Society Initiative). The initiative developed 'information society' strategies in European regions. The responsibilities of project manager involved: developing the evaluation methodology; visiting regions to 'audit' strategies; managing the eight-team evaluation consortium; advising EC on future policy in this vital area. The EC fundamentally altered the initiative's objective as a result of the evaluation findings.
